Test phosphate level in pool or spa water. Although this is the most accurate test kit, it is hard to truly determine the level of phosphates in the water and may be a good idea to use a phophate remover to make sure there aren't any. Phosphates are in pollution and are potentially in every swimming pool. They feed algae and their presence guarantees a constant struggle with algae, along with other issues.
